Transport Assessment and Implementation (TAI) Guidelines

TAI guidelines for Scotland are published by the Scottish Executive. The guidelines outline the four stage process of: scoping; transport assessment; implementation including travel plans; and, monitoring. Through the TAI process, the focus is on person trips rather than vehicles, and unlike in neighbouring jurisdictions, no future year transport growth is applied beyond the first year of assessment.

When is a full Transport Assessment likely to be required?

A full Transport Assessment is required where the potential transport impact is considered to be significant. Examples of threshold values include:

  • residential development in excess of 100 dwellings;
  • retail or leisure development exceeding 1000sqm gross floor area (GFA);
  • business related developments such as offices exceeding 2500sqm GFA;
  • industrial development exceeding 5000sqm GFA;
  • distribution or warehousing development exceeding 10000sqm GFA;
  • stadia with over 1500 seats;
  • developments generating over 100 vehicle movements per day; and,
  • developments generating over 10 freight movements per day.

Transport Assessments are also likely to be required where the planning authority: has concerns about the potential transport impact of the development such as the generation of traffic at peak times or in the vicinity of truck road junctions; has road safety concerns; or, considers the development to have an incremental impact. For major developments where a financial contribution, support or approval is required from the Scottish Executive a STAG Assessment is also required.

How is the content of a Transport Assessment determined?

A fundamental element of the production of any Transport Assessment is effective scoping with the local planning and highway authorities. Effective scoping limits the content of the Assessment, often producing significant cost savings for the developer, and reducing the likelihood of the planning authority requiring significant additional information at a later stage. Scoping discussions also provide a useful opportunity to discuss local authorities plans and schemes in vicinity of the proposed development, allowing for potential synergies which could support the development to be identified.

Those commissioning a consultant to undertake such work should ensure that the consultant intends to scope the work and agree the criteria for the Transport Assessment with the relevant planning authority at the earliest possible stage.
